The Garrett T3 can certainly be had with a water-cooled core. As of 1988 sometime,
all OEM T3's in the 900's had coolant and oil hookups.
So for the regular Garrett T3 you can get oil-only or oil&water cores, and you can
get all kinds of compressor sizes, and you can run .50 or .63 or some other A/R
ratio turbine housings, use a stock wastegate or Ford swingate housing, and finally
choose conventional journal bearings or ceramic bb (but only in compressor side).
It's a pretty flexible turbo for the 2-liter engine class. You should be able to get it built
Right for your application, and for only $400-$600. But consider its drawbacks also:
1) T3 doesn't have the latest blade designs so it's missing a few percentage points of efficiency, 2) The puny wastegate size limits boost control of very high output motors, but that is outside of it’s design parameters.
3) No easy way to separate flow - like on Mitusbishi turbos you can just buy a downpipe for that.
