Not enough boost

My 97 900 T5 turbo has some improvements, 3" piping, race cat, open air intake, suspension. I am looking to drastically change the acceleration though. I want more boost! first through third can be kind of a dissappointment..(full boost is limited by the ECU until about 2800 RPM or more.) I have no traction control and I can barely squeek the tires. I want full smoke. I am installing a viggen intercooler but I am thinking I should trade it in for a bigger flow IC (ie... raceIC). Is this wise?
I also want advice on whether the T5boost plugin is safe on the engine or if I should just get a remapped ECU which seems to give me more options. I am looking for around 300 hp and torque. I currently have maybe 220 hp.
