Both my cars are chipped -- Speedarts/BSR stage II on '96 900SET and BSR PPC on '92 9-3SE -- and I believe those programs retain the limitation in first and second. On both, I notice at WOT the boost needle is a bit short of halfway through the red in lower gears and about 3/4 of the way in third. I'm not sure I've ever made it to the third-to-fourth shift point holding WOT on my SoCal freeways so not too sure about what happens after that.
On the 9-3SE, from zero to 90mph a nearby uphill on-ramp takes about the same distance as on the 2004 9-5 Aero (A/T) I had before it, so power seems roughly comparable on that unscientific test.
