Restrictor really necessary with BB turbo?

Hi
I have heard/read from various sources that a restrictor is required when fitting a BB turbo. However, http://www.turbobygarrett.com says that "Garrett ball bearing turbochargers require less oil than journal bearing turbos. Therefore an oil inlet restrictor is recommended if you have oil pressure over about 60 psig."
According to WIS, my 9-3's oil pump pressure reducing valve opens at 3.8 bar (55 psi) and that oil pressure when warm, at 2000rpm is around 38psi. Therefore, is a restrictor really necessary? Or, at worst, a hindrance?
