Question about 16" aero rims restore and fitment.

I recently purchased a set of 16" aero rims for a GREAT price. The problem is that they are not in the best shape. The painted part is in good condition, but they lack the center caps (anyone want to sell me their's) and the CLEAR COAT on the polished lip is in SUPER ROUGH SHAPE. So my first question is, what is the best way to get the clear coat off without stripping the whole rim or damaging the polished lip under the clear? And What should I use to polish them up and clear coat them with?
My second question is that I know that C900s experience rub when they are mounted without modifcation. My question is where and what is rubbing?
My third question is how wide of a tire can be mounted on 16" aeros (16 x 6.5)?
