bpc ports and base boost

still pondering bpc function and base boost -- 2 questions

situation as per my prev post

does anyone know which ports are supposed to be open on the bpc when it is unpowered and powered

took mine off and the turbo and wastegate ports are open(can blow air from one to the other) , when it is powered this does not change
is that normal operation?

with the bpc unpowered i get boost to like 7/8 yellow(sorry no true boost gauge on car --yet), with it powered i get a little better boost to maybe 8/8 yellow -
the base boost is determined by the wastegate actuator ?, does the ecu have any role in this?, since i get a little better boost with the bpc powered does that mean is it working or maybe only partially working

i am probably going to bite the bullet and shell out the 200 bucks for a new bpc but will hate to find out it was not the problem , thanks for any thoughts you might have
