I've had a 96 front sway bar for many years and like the way it handles. I used to autocross the car nationally back in the 70's & 80's. After you put the bar on, expect that the rear of the car will grip better than the front of the car. With that in mind, expect to adjust your tire pressures to compensate. I would use 42psi rear, 40psi front. That may be a good starting place for you. Other things to consider, Adjust the front camber to -1.5 or -2.0 deg. Lenghten the rear jounce bumper to limit the upward travel of the rear tires (poor man's rear sway bar). I don't recommend changing either the front caster or toe. Regarding the front suspension shims, the SAAB originals are flat stampings which span the suspension mounting bolts. When I was playing with my suspension settings, these limited my options, so I used standard alignment shims which fit over one bolt. These have been in my car for over 30 years without a problem.
