What I did was put a socket on the crank bolt and turned it to see if mine was seized. Nope, surprising after 2 decades sitting in a backyard. I had the same problem you did but found out one of the ignition wires under the dash had been cut. Maybe also, pull your starter and have it tested. I have seen these freeze up(rarely) if they have gotten wet(put out the fire with water???) If you cant turn the motor over at the crank, it is likely siezed. Get some karosene(sp?) or marval mystery oil and dump some down into the cyliners via spark plug holes. Let it sit for a few days.I learned this from my uncle who bought a beutiful red 1980 911 targa for $2500. It sat with the engine exposed to rain because the air cleaner housing was pulled and the rain tray didnt do its job. Dumped karosene in and it freed up. Sold it a week later for $9500. I was a little angry because I wanted it for cheap:( Anyway, it should the trick unless the ring are collapsed from sitting. Then you will get lots of grey smoke if they are.
Hope this helps.. Good luck.
