That's the arm that locks the freewheel. There should be a lever that goes under the dash that connects to the arm. Push the lever forward and the car will go into freewheeling mode. Pull the lever rearward and it locks the freewheel.

The freewheel is fragile, as it was designed for low HP 2 stroke, and often breaks. Sometimes owners will tighten the screw down with the arm in the locked position and remove the arm if the freewheel exhibits problems. Owners will also disable the freewheel with a sleeve to prevent failure.

So check and see the position- I bet it's towards the firewall, locking the freewheel. You can always loosen the screw and move the arm to see what happens. Make sure you move it fully one way or the other- not halfway between.

I bought a 96 a couple years ago with the freewheel arm screwed down. I decided to loosen and try it and WOW, was there some crunching! The freewheel was obviously shot. I drained the gearbox and got a handful of freewheel springs and rollers. That caused me to pull the drivetrain and put in another freewheel assembly.
