No guru here, but our experience a couple of years ago mirrored yours. We did the front discs and calipers and lines and kept chasing dragging front brakes (to the point of lockup). It wasn't until we had replaced everything: all the lines, rear cylinders, shoes, springs, master cylinder, etc. and bled the brakes 4 times that it went away.
IIRC, the culprit is that there is minimal return force in the front brakes and master cylinder. The rears have good old fashioned springs and do fine, but (if I'm remember this correctly) the front discs are a simple design and the least bit of back pressure from anywhere (old flex line, weak master cylinder, etc.) will cause the pads to drag, and the resulting heat only makes things worse.
There's not much return spring power in the master cylinder, so I would suspect that in your case as well as bleeding. Buying one of those bleeding tool/pump things is a good investment as the bleeding process is finicky.
