pfrank - you are describing my situation and what I did. We added a wire and wrapped it several times around the shaft. Works perfectly. I think a lot of old cars' horns were done this way.
When you press the horn button it completes the ground and the horn sounds. Check you make certain you have a ground from the wheel hub to the shaft under the dashboard.
