Probably work OK. Kinda Maybe Sorta. What are you trying to accomplish? Slightly improved performance, sure, try the 28/30. Significantly improved performance, go for the 32/36 or IHF40 or whatever that is, not sure of the numbers and letters. Best fuel economy, either the stock carb in good condition or the 28/30 on the stock 1bbl manifold if it would fit, probably not. Whatever the carb in question came off of, I think not a Saab, be clear that just because it might bolt up does not mean it will improve anything. Internal components like jets, needles, emulsion tubes, are selected in research for a particular engine expected to be operated in a certain way. The short answer to your question is
