I think mostly the crackle is textured into the fiberglass dash itself, not in the paint. That means you should be able to touch up small chips with plain semigloss black paint, and it will pick up the texture of the fiberglass.

If you've got an area that's so chipped that the fiberglass texture is gone, then you've got a harder problem. You can get "wrinkle finish" paint at auto parts stores that's a good match for the original dash texture -- but you need to apply heat to it as it dries to make it wrinke. (The instructions say it will wrinkle at room temperature, but you need to heat it a bit to get a tight wrinkle pattern that will match the dash.)

That's no problem if you're trying to refinish a removable metal piece -- such as the aluminum plate that goes around the instruments -- but I'm not sure how you'd heat the dash itself without damaging it -- except maybe park it out in the sun on a hot day!
