There are probably a lot of ways. I use a wire brush on a drill to knock away all the loose stuff, then I hit it with Phosporic Plus, or some other rust converter. Then, I use rustolem spray paint. I use a rusty metal primer and then a black top coat. Now though since I have the entire car stripped, I'm taking off all of the paint, replacing all of the rusty parts, coating it with PPG epoxy primer and topcoat and then reapplying the undercoating. Feel free to try that method too :) .
Underneath the car on the floor boards there is all of the undercoating to deal with so it's not so simple.
