I guess that could be, but it would make wiring difficult. A driving light is supposed to be connected to the high beam signal and be dimmeed with the dimmer switch to be legal. Fogs normally are connected to the low beams if WHITE or can be seperate if YELLOW. The conection to low beams is due to most states laws state a maximum of 4 white lights may be on (lit) on the front of a car. For cars like my BMW which has seperate high and low beam lights and WHITE fogs, the fogs are only on when in low beam (they wouldn't work well in a fog with high beams anyway) When the dimmer is clicked the highs come on and the fogs go off. This keeps the number of lights to 4. To have more than 4 is legal only off road. Besides reading the law, a buddy of mine had the light bar in his truck on while driving down the road. A sheriff deputy pulled him over and ticketed him for his 6 white lights. He was going to fight it until he read the law.
