J'AAB, the small front bumper is bolted directly onto the front clip. There are support brackets which steady the front clip. These are unlike the later large bumper which is attached to tubes attached to the frame (the front clip slides over these tubes). I can send you a photo copy from my parts manual that explains this better if you wish.
