Horn, no ground? No Go.

So I cant get my horns to work.
Right now I have 12v to the horn terminals but the ground must be out becouse I can only get sound if I tap the frame with the ground.
Looked at the button... I cant tell if its ok or not, but if I tap the leads I get nothing.
BTW where is the horn relay. Do you think that could be it?
This and the wiper motor are keeping me from inspection argh!!!
