The backing plates don't see real high temperatures so Rustoleum will probably do fine as far as temperature tolerance. Better would be Zinc-Rich Primer aka Cold Galvanizing Compound, readily available in spray cans from any welding supply if your paint store does not have it. It is called a primer but does not require an overcoat. In any case the important thing is to clean the surface as well as possible with wire brush and/or sandpaper, wipe down with ammonia to remove residue, and paint promptly before new surface rust sets in.
