I have been through my Saab service manual, my Haynes and Clymer service manuals and even the Saab parts manual for the V4 and cannot find anything about your bearing. The parts manual shows oil passage holes in the cam bearings but not the balance shaft bearings. I rebuilt my V4 last year and I had the machine shop put in new bearings but I don't remember seeing a groove in the bearing and the machine shop did not ask which way they should go.
Have you tried calling Northern Power Products (industrial Ford engine dealer) to see if they know? The German Ford V4 was used as an industrial engine also and their parts person is knowledgeable about the engines.
