I haven't seen these, but here are a couple ideas. Assuming that it is black background with raised red letters, paint it all black. Then, with something like a hard rubber ink roller, get a thin coating of thick red paint on the roller and roll it over the letters. If the paint is not thick, or if the roller is not hard, you will bleed red into the black area where you don't want red paint.
Alternatively, paint the area with the letters red. Let it dry very very well. Then over shoot the whole thing black. When the black is dry, but still soft, put solvent (sparingly) on a very dense thin foam pad backed by a hard board and wipe the black off of the letters to expose the red. You might also be able to do this by letting the black harden completely, and then remove the black from the raised letters with fine sandpaper. If you use this approach, make sure you have app;ied plenty of red paint so you don't sand through it. You may have to finish it off with rubbing compound to bring back the gloss of the red.
