Rusty floor/rocker question

I've been working on my Sonett for a while now. Motor and trans are ready, so I started on the rust. While checking it all out, I found a lot of fiberglass formed between the inner rocker panels and the floor boards. Was it like that from the factory or was it someone's attempt at stopping the rust? What ever it WAS, it will be removed so I can replace the steel, just want to know so I can return it to reasonably close to original.
