Trevor,

I do not know how to safely remove the pretensioner from the belt
itself. I would suggest, however, that you obtain seatbelts from a
Saab 900 of 1991 or later vintage, or a Saab 9000 WITH an airbag. I
think the 900 would be your best bet, because you could find a 1991
or later 4-door, which might suit your installation better.

The 1991 & later 900 used the same seats as the 9000, with the buckle
mounted to the seat, but the 900 never got the pyrotechnics. I'm not
sure, but I think the pretensioning was wholly within the unit, it
having an accelerometer, and powered by 12 volts. I do not believe
there was any external input.

When Saab installed air bags in the 9000, at first they removed the
pyrotechnic pretensioning devices, feeling that it was not needed
along with the airbag.

Good luck with your restoration!

At risk of splitting hairs, is it that you do not know a way
of removing the unit, or that you are somewhat aware that there
is no way of removing the unit? ;>

Because the units are already installed and working well, I
would much much much rather not swap for another series of
seatbelts if avoidable.
