I have that feature in my Toyota Celica (sold in Sweden where DRL is
compulsatory). In daytime they feed the fog lights through a large ceramic
resistor.

The bulbs are 2*55=110 W, which means the current i just below 10 amp. So I
guess the resistor is something like 0.1 or 0.2 ohms to lower the voltage
with 1-2 volts. The resistor should be able to stand 10-20 W.
