My 85 failed the same test, but I knew it was the cat before I even got it tested. I had just put on a new exhaust and the cat was in need of replacement... alot of the honeycomb material in it was obviously broken and missing. It had passed in Massachusetts a few months eariler, so I gambled on it passing in CT. No dice. CT is baaaaad. They failed me for my turn signals... they worked, but didn't lock in position... you had to hold there to keep the signal working. I replaced my cat (and the turn signal switch temporarily) and it passed.
