You should be able to get a used head (complete with valves/cams/etc.) from a junkyard, and have someone swap it out for you for under $1000 total. If the block is not seized - crank can be turned with a wrench - then leave the bottom end alone. It's most probably OK.
If your '91 900S has the larger 2.1-liter engine, the above info may not be accurate !
