There are several situations where using parking lights alone (or with fog lights) would be very useful and courteous: i.e. when approaching a military base security point, boarding a ferry at night, waiting in line at the Canadian border crossing, etc.
As Saab switches the headlight through the ignition switch, and I typically leave the headlight switch in the "ON" position, the headlights would still on at all times unless I specifically switched them off.
