28 mpg is pretty good, but did you use the number on the information display or calculate it? In both NG 9-3's I've owned, the trip computer read about 4% or 5% higher than actual. If that's the case with your car, then you were getting more like 26.6 mpg on the highway.
I wish the Aero would rev lower on the highway. It has the gears and the turbo torque, so why can't it be Saab-like and get closer to 30 mpg on the highway? Even the Impala V6 gets 31 mpg, and the Corvette V8 gets 28 mpg!
