I have a 2006 9-3 SC 2.0 T with the 5-spd manual and I have averaged 28 mpg in 2 plus years with a mix of 40% city 50% highway miles. As a point of reference, in winter, I have average a bit below 27 mpg. Keep in mind that I use snow tires in the winter, but I use 17" performance tires in the other seasons.

So, once winter goes away, your average fuel economy will improve significantly. I would say that if I kept the stok 16 inchers on, I would average closer to 28.5 mpg which is amazing considering the power, the extra weight and the fact that the manual 5-spd revs kind of high at highway speeds. I usefually drive in an efficient manner though, only open up the throttle on occasion.

My 1997 900 S 2.3 L auto is rated at 19/27 mpg (old EPA rules) and I've averaged 26.7 mpg in 11 years.
