I have used that 3M tape to mount numerous things in cars over the years, including ham radio control heads, phone mounts, etc. The stuff is incredibly strong...but your GPS is pretty heavy. Without support from below to carry the weight, I'd be afraid the tape might sag a bit.
I've also used and in fact am currently using Pro Clips and they are just fantastic. I've used them in my '03 9-5 Aero as well as my '08 9-3 Aero. In my 9-5 I used 3 different 9-5 specific ones and one of the generic ones and they all worked great.
