1) You are misinformed. The 2.0T has more torque and more power than the 2.3 LPT - especially the 1999 [and 2000] model.
2) At the 2003 [2004 model year] product launch, the new convertibles [all 2.0T] flat out walked away from the new [220 hp 2.3T] Arcs. Note that the convertibles are relatively heavy at 3500 lbs - about the same as your 9-5 Combi. The 99-3 Combi is a couple or three hundred pounds lighter than the CV.
In addition the 2.0 is a much smoother engine. It is all aluminum, so there's less relative movement between head and block, reducing the chance for head gasket problems. It is a clean sheet design with major, major contribution by Saab engineers, rather than a fifth generation revision of an English design. Follow the oil type recommendation and the on-board change interval calculation and there is no sludge, period. The version of trionic direct ignition is perhaps less ambitious than the earlier designs, but it is also far more reliable. The engine develops more power at lower boost levels than the 2002 Saab 2.0T, which means far less internal friction and therefore better fuel economy.
All that said, the 9-3 is less luxuriously appointed, has less rear seat room, and slightly less cargo room. I own a 9-5 Combi and a 9-3 CV. For just driving, it's always the CV. For hauling (dogs, people, cargo, and -er- the CV on a tow dolly for our seasonal migration), it's the Combi.
