A production run of ECUs (T7 controller) were evidently built upon contaminated circuit boards that eventially attack the electronics, causing various problems and even outright failure. Because the ECU controlls emissions, the recall is mandatory and falls under the EPA, not the NHTSA. Affected cars shouldn't even be registerable (is that a word?) w/o a certificate showing that the recall work has been performed, at least in areas with smog inspections.
My hazy memory is that '99 and some '00 models were affected (maybe even '98s). The best way to ascertain if a particular car is affected, and whether the work has been done, is to get the VIN and contact a dealer or Saab USA.
The defective ECUs will fail, it's only a matter of time. The work shouldn't cost the owner a cent, even if out of warranty. Get it done.
