Let's not confuse the two design criteria. They are not mutually exclusive. Putting the pedals close together does not mean that you cannot provide enough room for large shoes, or shoes with boots.
For the cars with a manual transmission, what is necessary is to shrink down the width of the center console so that there is more room to the right of the accelerator. Then there would be enough room for the larger shoe/boot to fit on the accelerator without it getting wedged between the brake pedal and the console wall.
