So, after realizing that the key needed to be in the OFF position, not the LOCK position, I did a lot of fiddling around with things.
I was able to eventually get the key to the off position, but i still couldn't get the cylinder to release. The good news is that the transmission can be shifted in OFF, so at least a tow truck could drag it far enough to get it in position to pick it up from the front.
Then, i jiggled more, then a bit more, then finally, whatever was jamming up the works broke free. I am guessing that there is some sort of spring inside that causes the cylinder to pop up when you remove the key, and i think that this is what is binding up the cylinder. now, when i remove the key, it usually doesn't pop up, however, one time i did, and the lock froze again.
As of now, i can drive it. The only caveat being that i'm scared to remove the key or turn it to the lock position, and therefore run the risk of binding the cylinder again.
Lucky for me, i have a '99 with the separate key and transponder remote. My current solution is to leave the key in the car in the off position, take the remote with me, and lock the car with the remote until i can take it in.
Thanks for everyone's help, and my advice would be that if you ever run into a situation where you have to jiggle the key to get the ignition cylinder to depress that you take it it to get looked at as soon as possible, because it will only get worse over time.
