It's really not even open for debate. This engine has essentially the same head and block as Saab used in earlier cars and there is a lot of experience showing these engines are sensitive to head being perfectly flat. When your mechanic says "skim the head" what he means is have a good machine shop make sure it's perfectly flat. If it's not you'll be doing this job again relatively soon. As me (and others) how I know.
Other stuff to do: I replaced the valve stem seals in mine because "they were there." They are not especially cheap and they are challenging to put in, I would have the machine shop do it, maybe someone with more knowledge can chime in whether this is worth it. Search the board for Anders and head bolts, he posted pics a while back, that will guide you whether you have head bolts that are generally considered reusable or not. I would do the water pump, it's not that expensive and it's sooo much easier to do now. Use a good one made by the OEM, not an Autozone special, there is a difference in this case. Other things I would do: Thermostat, CPS (40.00, they do fail, easier now than later), of course all the gaskets involved. Timing chain -- search the board for what the tensioner should be at, I don't know, there's been a little debate about this. Since the engine is in the car it's not night and day easier to do it with the head off than with the head on, you'll still be rolling one in as opposed to just replacing it.
