inspect everything and fix what isn't perfect. Inspect the chain sprockets as well. Valve stem seals is a good idea. Usually when they skim the head, they also disassemble it, don't they? If so, the labor for installing new seals is zero. As suggested below, have a reputable machine shop make the determination of whether to skim or not. The'll probably pressure test the head at the same time, which will indicate if there's any valve work that needs done.
2000 is in the range of years that should have the head bolts updated (or back dated, as the case may be), isn't it?
IIRC, something like 12mm was the limit on chain extension, but it may have been revised upward. If you have the chain off, which I think you probably don't, another way to test the chain is to clamp it down onto a table top and see how far it "droops" when extended off the edge into thin air. Chains don't "stretch". What happens is wear in the sleeve between the pin and the roller. Once the wear gets to the point that the chain no longer meshes smoothly with the sprocket, the impact rapidly destroys the chain and sprocket. This was a big problem in the early 1990s that was totally solved (given good oil change habits) around 1995 simply by changing chain suppliers.
These cars are designed for major repairs to be done on the bench. It is relatively easy to drop the power train (given that you have the resources of a fully equipped shop - a lift and elevating table). In-car major repairs, or even moderate repairs (like replacing the alternator) are, as you found, a major PITA.
I gather the engine internals are clean.
If you're putting this kind of effort into the engine, it'd been nice to have measured the oil pressure before you took it down.
And if you haven't done it, update the PCV.
