Engine slow to return to idle

I recently purchased a new '01 9-5, 5 speed. I am a previous owner of a '89 9000 and '79 99GL. I noticed immediately that when letting off the accelerator to shift or slow down, the idle will stay high at 2000 RPM or so for several seconds before settling down to what I would consider normal idle.
This has several implications for me. First, while shifting up, I have to compenstate for the higher idle when accelarating through the next gear (less of an issue). When downshifting, I am not going to get the immediate compression to slow down since the engine continues to run fast. Similar reaction when letting off the accelerator at a high speed. It does not immediately respond since the engine continues to stay at a higher idle before settling down. I feel like I have to brake while I have my foot on the accelerator.
I talked to the dealership about this and they stated that this is normal, factory set behavior and there is nothing they can do about it. I find this hard to believe. I have owned manual transmissions in about 7 vehicles over the past 21 years and have never experienced this.
Wouldn't this drive you crazy? Normal behavior or not, I would like to find a way to adjust this.
Any comments? Advice?
