1) Yes, you can buy the all-in-0one keys off of eBay, but the ONLY PART that you can use will be the "guts" of the key fob. The actual metal key will likely (99.44%) not work in your 9-5.
2) What you do is buy the cut key from the dealer without the guts. They are far cheaper than buying one with the guts. you'll need either the key code for your car, or the VIN # to place the order.
3) When you have your e-bay key guts, and the cut key, you install the ebay guts in the key. Install fresh batteries, too.
4) you then take ALL OF THE KEYS (and remotes if you have separate ones) for the car to a dealer or independent who has a Saab programmed Tech 2, and they will reprogram the car for the keys. Most likely for a fee.
You can have up to 4 transponders and 4 remotes programmed for a car (early keys had the transponder in the key, and the remote was separate. With the all-in-1, the transponder & remote are both part of the same "guts").
I would advise you to buy at LEAST two spare cut keys and two ebay keys for parts. I got my 9-5 with one all-in-1 and one set of transponder key and banana remote, and quickly bought two spares, so I have 4 sets that will operate the car. You can't have too many spares, and if you lose that last one, and the car is locked and the alarm set, you're in for a bill that'll make the $250 Saab wants for a new key seem cheap by comparison.
