The codes you are getting on the ACC control panel are for the ACC system. They have nothing to do with the engine.
Your car is in limp-home mode! That's why you are getting the surging.
When you remove the Limp-home solenoid from the throttle body it wil go into mechanical limp home mode. There is a tab on the black toothed wheel on the throttle body that engages the part of the solenoid that sticks out.
You have to reset the limp-home mechanism. To reset do this:
First reinstall the limp-home solenoid and tighten the screws back down.
Then move the end of the spring next to the black toothed disc in towards the throttle body with a small flat bladed screwdriver.
Next, while the spring is still being pushed to the left take another small screwdriver and rotate the black toothed disc counterclockwise until you hear a click. This is when the tab re-engages the solenoid lever arm.
Then turn the pedal arm with the throttle cable clockwise. Make sure the throttle arm does not follow the movement of the pedal arm.
