Lots of clues on how to proceed here. 60 degrees TDC seems a contact free spot (pistons will not hit valves in any cyl.) Plugs are probably so that you can turn the engine slowly without shooting past the timing mark. They are quite easy to turn with no plugs. I would see if you can get safely to 60 deg tdc slowly, then pick up the procedure from there. You can easily detemine which tappet is under load by the camshaft lobe position. If the pointy part of the lobe is facing down, it is under load, if the round part is down, no load. IMHO you don't need to remove the cams, but that is up to you.
