First off, you shouldn't have the intake at the bottom of the car as it should be through ducting that opens right behind the grill.
The usual suspect is the TWICE unit, on the floor, under the driver's seat. It works with the key, and the immobilizer to allow the car to start. I'm not sure what your mechanics removed and looked at but the immobilizer is, I believe, the ring around the ignition. The TWICE computer is in circuit with the door locks, the passenger power seat, the rear lights, the ignition, the Trionic ECU, the alarm and a host of other things. When it goes bad it can often just send those circuits going crazy and can burn them out. My central locking is gone due to backed up AC hoses causing a flood in my car recently. I was able to dry the whole thing out and got lucky. What usually become the protocol is that you will need a new TWICE unit and new keys that match. A used set will work as well but either must be mated to the car with a tech II. When this happened to me I found many others who have gone through this same ordeal (though maybe not to the extent you are going through) within a few seconds on this BB. I'm surprised your mechanics haven't honed in on it... maybe they have and didn't see what I'm suggesting as the problem. I would say it is worth looking into all the same. The saab site has a good write up on how to get to the TWICE unit and info on possible solutions. Sorry about your ordeal.
