The brake lights might be attributed to a failed ABS controller. Did you receive a Check Enigne Light too?
The fluid was down because you pads have worn and your caliper pistons are at full extension. You will probably have to remove fluid from the resevoir when doing your brake job.
I would be more worried about driving a car with such thin brake pads than driving one with the brake lights illuminated.
