My old ignition cylinder stopped popping up when the key was turned all the way to LOCK. It appears a cross drilled hole in the cylinder enlarged with age, causing the pin which fits within this hole to cock and jam when it encounters the cam machined into the cylinder body at the LOCK position, which doesn't allow the cylinder to pop upward. This vertical travel of the cylinder also disables power to all accessories.
End of story is that the anti-theft system is convinced the ignition key has been left in the lock, all accessories are still powered, and the remotes won't work. I have needed to turn off all accessories manually since mid-December when I turn off the car, and use the driver's door cylinder to Lock/Unlock the car.
My current cylinder in the 2008 does not have a dust door on the top protecting the key slot. I seem to remember my 2000's ignition had such a door. Maybe the door/spring broke some time ago and that is what caused the cylinder to fail. Or maybe this tiny piece of metal was decontented by GM and accumulated dust/dirt entered the lock.
