Horn: airbag cover or clockspring

It seems that on at least two 9-5s with a horn not always working when pressed issue, the airbag cover is partially depressed against the steering wheel. On 9-5s without this problem, there is relatively even spacing between the airbag cover and the steering wheel. Possibly the airbag cover is not fitting correctly and thus not allowing enough travel of the horn switch.
What is behind the airbag to operate the horn? Only the clockspring? I see there are two clock springs, 99-01 (5331202) and 02-09 (12779964). The 02-09 requires an adapter (12781989) when using the newer part number (12779964). What about the original 5200894 used on an 02? Will that fit an 03?
I don't want to just throw parts at the problem. Someone must have figured this out as it seems somewhat common on the mid-years of the 9-5. Anyone know if the clockspring part number change was due to a part redesign to dial this problem out?
Do I need the adapter on a 03? Or do I have it and can it be reused with the newer part number?
