A few things I've learned...
1) The horn works best by pushing the airbag pad at the corners (10 & 2, where your thumbs should be), or at the bottom. Wailing on it at the middle is usually counter-productive.
2) The airbag mounts to a frame inside. This frame is sprung and, when you push on the airbag at the corners, it makes a ground contact which sends a signal to SID via the clockspring, and SID sounds the horn. You might want to take a T30 driver and see that the airback screws (two on the back of the wheel, behind covers, IIRC ) are tight.
3) If the horn is acting up, usually the airbag and/or the radio controls (which are attached to the airbag) will also be having problems.
But the first thing I'd do is make sure you are actuating the horn the way it was intended. Try pushing at the corners, near the steering wheel spokes.
I really wish they had horn buttons like the C900 & 9000 had...
