No, not separate from the steering wheel.

By taking up all slack between the frame and the airbag, so you're not thinking that you're pushing on the horn, but it's only taking up the slack between the bag and the frame...
BTW - that frame isn't "deforming" unless you're the Incredible Hulk. And certainly not if you are operating the horn with your thumbs.

Shut the car off. Put the key WELL out of reach, unscrew the airbag from the wheel. Put it back, tighten the screws. Not that there is anyplace for it to go. There are two screws, and if they are not aligned, they can't be tightened.

Not necessary.

No. Though it couldn't hurt to grab a leisurely cup of coffee after switching the car off, and before starting work. But it's not really needed.
You might want to make sure that YOU are not "charged" with static electricity. Ground yourself to the car by touching an exposed screw on the body someplace like the door jamb. Particularly in winter months...
I've swapped steering wheels, dash fascia and airbags on C900s, 9000s, a few 9-5s, a Volvo or two, and even assisted with an MB. The only bags that I've had go off on me went when I hit a bear at 70 MPH in my second 9-5...

TWICE (Theft Warning Integrated Central Electronics) has nothing to do with the SRS (Supplemental Restraint System, aka Airbags/belt tensioners) system, or ABS (Anti-lock Brake System), for that matter...
The only thing that'll cause an SRS light would be if you turned the car on while an SRS component, like the airbag, was disconnected. The SRS module will go through its self-test, and fail on the missing component, and you'll need a Saab Tech with a Saab Tech2 to reset it. Which is why I said to put the key WELL out of reach while working with the airbag.
