Welcome to the site. Lots of knowledgeable people here. Do a search for older postings on your problem and then ask away. People here are helpful.
As OP said it is called a Jalousie Saab part #4777173 available for $24.00 at site sponsor eeuroparts [google that name for site] also thesaabsite and others may have it. The do give up after a while.
I have done one a long time ago. You have to remove the shift lever and it is a bit fiddly. If you have a WIS [Saab shop manual ....available on CD from ebay and various sources] it gives a great description.
It may be hard to find a center console section. It is removable fairly easily [WIS again] You might have to get a used part. On my 2001 I repalced it once back when parts were available and then I finally removed it, peeled all the delaminating pieces off and sanded it carefully and then painted it with Rustoleum satin black 7777 spray paint. Several coats over a few days and let it dry thoroughly. The black looks good and lasts a long time. Would take a Saab expert to see that it was not stainless steel looking any more.
Many 95 owners have done this job.
