Is the smog check station lie to me?

2003 9-5 Linear 4 cylinder:
I failed the smog check today with Functional Test Not Ready / OBD II Not Ready.
He told me that the drive cycle is not ready. My computer has recently reset or battery disconnected. I need drive for a few days and return for retest.
Is it possible he didn’t not plug in the computer, or he reset it before he run the functional test?
I have a feeling that he make my car failed on 1st time, and make me pay for 2nd test. His shop charged a low price of $25 with Groupon or $26 with printed coupon. The car before mine, also failed the inspection/functional test without testing the exhaust gas.
The battery was installed 3 years ago. Only disconnect once when fixing the window regulator, but that’s over a year ago. No one service my car recently except myself. It’s impossible for someone reset my computer recently.
I use it once/twice a week locally and drive freeway occasionally, once a month. Will that cause the problem?
Thank you so much!
