It could be that you have a fairly small but nagging problem that is not quite big enough to set off Check Engine light but still big enough to not let all monitors set to ready.
Lazy thermostat could be one allowing the engine to run too cold for too long but not cold enough to set code P-0116
Catalytic converter is another that sometimes can go for weeks and month before it sets the code P-0420 but before it sets the code, it also refuses to set the ready monitor for the cat.
So what was the code you had in February?
It might benefit if you get one of the code readers that also gives you the readiness info. That way you could see for yourself which one of the 5 or 6 readiness monitors are still waiting to set.
