Pic looks good. The thread/notch inside the yellow shaft is intact, despite the missing bit of the lip, and the motor shouldn't sleep when threaded in properly.
So the lever turns the yellow shaft, but the shaft doesn't turn the plastic disk/drum that it's supposed to be attached to. If that's the case, then SWEDECAR is right that the shaft is broken inside the housing and is invisible to you.
Can you access the part of the yellow shaft that's inside the housing and try to gently turn the vent disk manually (without the motor mounted)? I'd avoid trying to move the vent disk by directly pushing/pulling it. You may have to manually turn it, once for the summer and once for the winter. Or follow SWEDECAR's solution stated above.
