The piece broken off is only a lock tab for the stop arm. When motor shaft is inserted it will push a barb up on the outside of stop arm holding the stop arm in place.
With that barb missing, the stop arm will slowly over time move off the yellow shaft and be left dangling on the motor shaft but that is a long process.
The theories on how this blend door and selector drum operates is a little bit off here and just to be clear. The yellow blend door shaft in your first pic DOES NOT operate the black drum with the cake wedge shape pattern.
The yellow shaft is only designed in that bell crank look (why, I have no idea) to sneak by and around the selector drum to operate the temp blend door behind/below selector drum but the selector drum is solely operated by a motor on the passenger side.
